Targeted Placement Service (TPS)

The Job

  • Must be permanent and full time (minimum 30 hrs per week)
  • Must be a regular employee/employer relationship, i.e. hourly paid or salaried with regular deduction made by employer from employee’s pay
  • Cannot be self-employment, sub-contracting, commission or contract basis
  • Will only consider positions paying at least $12.00 per hour except for client who has a severe barrier to employment, such as physical or mental disability
  • Normally employer will have been in business for at least 1 year
  • The employer would not hire the worker without this program
  • The subsidized job position must not displace any existing employee

The Worker

  • Must be receiving Employment Insurance Benefits or in the recent past (within the last 3 to 5 years)
  • The worker’s combination of skills, training and experience would not normally qualify them for the position being offered
  • The job being offered must be consistent with the worker’s career plan

The Subsidy Period and Process

  • Subsidy period: up to 30 weeks – the duration of the subsidy is determined by the demonstrated need for training/work experience
  • Amount of subsidy is normally 60% - employer pays the full regular wage to the employee - HRSDC reimburses employer 60% of the wage
  • Overtime, statutory holiday, and sick days are not reimbursed as no work experience has occurred
  • Employer submits claims and progress reports to HRSDC on a scheduled basis
  • Claims and work experience Progress Reports are monitored by HRSDC representative
  • Employers should be aware that the Targeted Wage Subsidy will not be considered if the employee is hired prior to securing a signed contract.

Total number of individually subsidized positions with an employer normally limited to a maximum of 10% of the employer’s total number of employees. Subsidy amounts apply to Hamilton Region only.
